the International Council of Opthalmology (ICO) which is aimed at equiping Opthalmologists Nominated by their National Eye Societies with personal and organizational Orientation, and skill development to be future leaders of Regional and National Eye Societies in Sub-Saharan Africa.

4th Annual COECSA Scientific Congress
On behalf of the Tanzania Ophthalmological Society and the 2016 COECSA scientific congress organizing committee, it is our pleasure to invite you to the 4th COECSA Scientific congress to be held at Ngurdoto Mountain Lodge, Arusha, Tanzania from August 25-26, 2016.

The African Ophthalmology Council (AOC) wishes to formally congratulate our very own Dr. Kgaogelo Legodi, MD on his new appointment of International Council of Ophthalmology vice president for 2016-2018.
Dr Eddie Kgao Legodi, South Africa is the president elect of the African Ophthalmology Council (AOC). The entire AOC felicitates with Dr. Legodi on this appointment.
Dr. Eddie Legodi and Dr. Neeru Gupta were both elected into the vice-presidency of the ICO and to assume office after the WOC 2016.

WOC2020 to be hosted in South Africa
Following the proposal by Ophthalmological Society of South Africa (OSSA) to host the WOC 2020, the body was invited by the ICO to make a formal presentation of their bid 14th, May 2014. Competing countries were Oman and Dubai.
The delegation for that presentation led by Dr Kgao Legodi ably supported by Dr Andrew Boliter(OSSA President), Prof Andries Stulting, Dr Johann Slazus, Ms Merinda Moodie (OSSA CEO) and Mr Adrian Fourie emphasized the importance and impact of hosting a Congress of such immense magnitude and importance as the WOC in Africa.
The OSSA won the bid and for the first time, the WOC would be held on African soil in CapeTown, South Africa. Developments would be posted regularly.

AOC in conjunction with COESA, ICO and AAO launch Leadership Development Program
The African Ophthalmology Council, AOC, in collaboration with COECSA, AAO and ICO will be launching a Leadership Development Program (LDP) in 2015/2016. The first one (Anglophone) will be in Kenya during the COECSA (College of East, Central and South Africa) Congress in August 2015 in Naivasha.
The purpose of the Leadership Development Program is to provide both personal and organizational orientation and skill development to future leaders of Regional and National Eye Societies in Sub Saharan Africa. Only National and Regional societies may submit a program participant nomination to the AOC Leadership Development Program Selection Committee.

ROP Screening Processes for IPOSC
The International Pediatric Ophthalmology and Strabismus Council(IPOSC) has been formed by representatives of over 40 national and supranational Pediatric Ophthalmology and Strabismus societies with the aim of improving Pediatric Ophthalmology and Strabismus care around the world.
The Education Committee of the IPOSC is undertaking a worldwide survey of ROP practices and would like to collect data from as many countries as possible. They hope to submit the results of this survey for publication so that they are available to support pediatric ophthalmologists who are trying to establish or improve ROP screening in their countries.
There is a link below to a short survey (14 questions) and we would be very grateful if you could complete it. You can choose to do the survey in either English or Spanish.

Self Refraction Accuracy with Adjustable Spectables among children in Ghana
Purpose: To determine the accuracy of self-refraction (SR) in myopic teenagers, we compared visual and refractive out- comes of self-refracting spectacles (FocusSpecs) with those obtained using cycloplegic subjective refraction (CSR) as a gold standard.

WOC2016 Abstract Submission deadline
The WOC2016 Abstract submission deadline is fast approaching. Please submit your abstracts now for consideration by the Scientific Program Committee of the World Ophthalmology Congress® (WOC) of the International Congress of Ophthalmology, February 5–9, 2016, in Guadalajara, Mexico.
Abstracts may be submitted online in English or Spanish. The deadline for submission is June 1, 2015, and primary authors will be notified if their abstracts have been accepted or denied in July 2015. The following abstract presentation types will be considered:
- Free Papers: Presentations of five minutes, followed by three minutes of discussion Posters:
- Electronic display of the latest research results
- Videos: Videos 1–5 minutes in length Instruction Courses:

MEACO2016 Congress, Manama Bahrain
The Middle East Africa Council of Ophthalmology (MEACO) is pleased to announce its XIII International Congress, which will be held May 4–8, 2016, at the Bahrain International Exhibition Center in Manama, Bahrain. The MEACO Congress is the largest ophthalmic meeting in the Middle East and Africa regions and will include participation of ophthalmologists and eye care professionals from throughout the world.
Details about the Congress will be announced soon. In their continuing efforts to strengthen ophthalmology and improve eye care in Sub-Saharan Africa and the Middle East, MEACO held their 2015 Board Meeting in Dubai in March. The meeting was chaired by Board Chairman HRH Prince Abdulaziz bin Ahmed bin Abdulaziz A-Saud, with Dr. Ahmed Abdullah Ahmed, MEACO President, presiding.
MEACO is one of four supranational organizations, representing the national and regional ophthalmological societies in Africa and the Middle East, including Turkey and Iran.

Our First General Assembly
The African Ophthalmology Council (AOC) met in Durban, South Africa, on March 11, 2015, and we held a Board Meeting and our first General Assembly. Actions and goals were mapped out at the meeting as well as defining of these three key priorities of the Council:
- Biannual Scientific Congress Organization
- Leadership Development Program and lastly
- Communication and Advocacy at Supranational Level.
The AOC also presented a Forum organized with the ICO and AAO on Ophthalmologic Society and Leadership Development in Sub-Saharan Africa. Presentations addressing the needs of the public, the role of ophthalmology, and how ophthalmological societies can best serve regional needs were discussed.

The International Council of Ophthalmology (ICO) Residency Program Directors Courses, organized since 2004, are held in different regions of the world and focus on methods of instruction, assessment, and measuring competence. They are designed to help educators become better teachers. This meeting is intended for residency program directors, directors of resident education, residency coordinators, or those who hold a similar role.
Major topics include adult learning principles, curriculum design, professionalism, communication skills, resident assessment, and improving teaching skills.

Le Conseil International d'Ophtalmologie (ICO) organise depuis 2004 des cours pour les directeurs de programmes de formation d’ophtalmologistes dans différentes régions du monde. Ces cours focalisent sur les méthodologies d’enseignement, d'évaluation et la mesure de la compétence. Ils sont conçus pour aider les éducateurs à devenir de meilleurs enseignants. Cette réunion est destinée aux directeurs de programme de résidence, les directeurs des formation des résidents, les coordonnateurs de résidence, ou ceux qui détiennent un rôle similaire.
Les principaux sujets comprennent les principes d'apprentissage des adultes, la conception des programmes, les compétences, le professionnalisme, la communication, l'évaluation des résidents, et l'amélioration des compétences pédagogiques.

1. 2013 LCIF SightFirst Research Program: LOI deadline, January 11, 2013
The Lions Club International Foundation (LCIF) will again provide funds to support public health research initiatives that evaluate and directly influence the operation of the SightFirst program, Lions’ premier initiative to strengthen eye care systems in underserved communities. SightFirst research grants of up to US$100,000 are available to support projects that investigate: (1) innovative approaches to reduce blindness from cataract; (2) innovative approaches to reduce blindness from trachoma; (3) innovative approaches to reduce and correct refractive errors in school-age children; or (4) epidemiological surveys in geographical areas where there is no recent data available or where repeated surveys may inform existing trends. Basic laboratory science research will not be supported under this program. The deadline for Letters of Intent (LOI) is January 11, 2013. Invitations to submit full proposals will be distributed no later than February 1, 2013, with full proposals due by March 1, 2013. Grants will be approved by LCIF and commence in August 2013.

2. Introduction to Statistics: Free online course on edX.
Stat2x is an introduction to the fundamental concepts and methods of statistics, the science of drawing conclusions from data.
The course is the online equivalent of Statistics 2, a 15-week introductory course taken in Berkeley by about 1,000 students each year. Stat2x is divided into three 5-week components. Stat2.1x is the first of the three.
The focus of Stat2.1x is on descriptive statistics. The goal of descriptive statistics is to summarize and present numerical information in a manner that is illuminating and useful. The course will cover graphical as well as numerical summaries of data, starting with a single variable and progressing to the relation between two variables. Methods will be illustrated with data from a variety of areas in the sciences and humanities.
There will be no mindless memorization of formulas and methods. Throughout Stat2.1x, the emphasis will be on understanding the reasoning behind the calculations, the assumptions under which they are valid, and the correct interpretation of results.

3. Orbis CyberSight Nursing Education Section is Growing
The significance of nursing support in ophthalmology is well known to those who have the advantage of practicing with a talented and hardworking team of nurses and technicians. This team approach is not always present or appreciated in some parts of the world. Recognizing both the need and importance of educational resources in nursing, Cyber-Sight E-Resources is offering nursing education material assembled by the Flying Eye Hospital head nurse, Heather Machin. There is a growing collection of information available to benefit nurses working in peri-operative and clinical environments, including some that has been translated into Chinese. We hope you will visit this section of the website and recommend it to every nurse.

1. 2013 Programme de recherche LCIF SightFirst: Date limite des lettres d'intention, Janvier 11, 2013
Le Lions Club International Foundation (LCIF) va de nouveau fournir des fonds pour soutenir les initiatives de recherche en santé publique, qui évaluent et influencent directement le fonctionnement du programme SightFirst, l'initiative des Lions pour renforcer les systèmes de soins oculaires dans les collectivités mal desservies. Les subventions de recherche SightFirst allant jusqu'à US$ 100.000 sont disponibles pour soutenir des projets qui enquêtent sur: (1) des approches novatrices pour réduire la cécité due à la cataracte, (2) des approches novatrices pour réduire la cécité due au trachome, (3) des approches novatrices pour réduire et corriger les erreurs de réfraction chez les enfants d'âge scolaire; ou (4) des enquêtes épidémiologiques dans les zones géographiques où il n'y a pas de données récentes disponibles ou lorsque les enquêtes répétées peuvent informer les tendances actuelles. Les recherches fondamentales en sciences de laboratoire ne seront pas pris en charge par ce programme. La date limite pour les lettres d'intention (LOI) est Janvier 11, 2013. Les invitations à soumettre des propositions complètes seront distribués au plus tard 1 Février 2013, avec des propositions complètes dues Mars 1, 2013. Les subventions seront approuvés par la LCIF et débutera en Août 2013.

2. Introduction aux statistiques: cours en ligne gratuit sur edX.
Stat2x est une introduction aux concepts fondamentaux et les méthodes de la statistique, la science de tirer des conclusions à partir des données.

2. IAPB Lauches National Eye Coordinator Manual
IAPB has launched the National Eye Health Coordinator Manual. Although designed to assist National Eye Health Coordinators in the daily challenges they face in their work, developing, facilitating and managing national eye health plans, the manual should be of interest to all ophthalmologists inleadership positions (clinic directors, ophthalmology society leaders, team leaders, trainers etc.) Sections include Organisational structures, designing job descriptions, VISION 2020 planning, Leadership and Advocacy. World Diabetes Day raises global awareness of the escalating rates of diabetes around the world and how to prevent the illness in most cases.
The International Diabetes Federation (IDF) estimates that about 80% of the 14.7 million adults living with diabetes in sub-Saharan Africa don’t know they have the disease.
Also, in sub-Saharan Africa, there are more than 5 million adults with diabetic retinopathy of any form, more than 1.5 million of whom have vision threatening diabetic retinopathy requiring urgent specialist treatment, if data from a recent meta analysis of population-based studies of diabetic retinopathy worldwide are anything to go by.
As of today, the IDF website shows that this year, activities are planned in Ghana, Nigeria and Sierra Leone.
Celebrating World Diabetes day therefore presents a very good opportunity for ophthalmologists in Africa to contribute to the fight against vision loss due to diabetes.

La Journée mondiale du diabète a pour but de mieux faire connaître cette maladie dans le monde – son ampleur mais aussi les moyens dont on dispose pour la prévenir.
La Fédération Mondiale du Diabète (IDF) estime qu'environs 80% des 14,7 millions des adultes vivant avec le diabète en Afrique sub-saharienne ne savent pas qu'ils ont la maladie.
Dans cette région, il ya plus de 5 millions d'adultes atteints de rétinopathie diabétique de toute forme, dont plus de 1,5 millions soufrant d’une rétinopathie diabétique menaçant la vision nécessitant un traitement spécialisé urgent, si ont se réfère aux résultats d'une méta-analyse récente des études basées sur la population de la rétinopathie diabétique dans le monde entier.
Le site web de IDF montre que cette année, des activités sont prévues au Ghana, au Nigeria et en Sierra Leone.
La célébration de la Journée Mondiale du Diabète présente donc une très bonne occasion pour les ophtalmologistes en Afrique pour contribuer à la lutte contre la perte de vision due au diabète.

World Sight Day 2012 (WSD12) falls on Thursday, 11 October 2012. It will be marked by organisations and institutions around the world, in many different ways, on or around that date.
There is no global theme for WSD12. It is hoped that each participating organisation will use the occasion to highlight their own priority areas, in ways which will resonate best with their own target audiences.

2. Harvard School of Public Health offers free online Course on Public Health Research
Quantitative Methods in Clinical and Public Health Research is the online adaptation of material from the Harvard School of Public Health's classes in epidemiology and biostatistics.
Classes start on 15th October 2012 and end on 18th January 2013.

La Journée mondiale de la vue 2012 (JMV12) tombe le jeudi 11 Octobre 2012. Elle sera marquée par des organisations et institutions dans le monde entier, de différentes façons, le 11 Octobre ou autour de cette date.
Il n'ya pas de thème général pour JMV12. Il est à espérer que chaque organisation participante profitera de l'occasion pour mettre en exergue leurs propres domaines prioritaires, d'une manière à avoir le meilleur écho auprès de leurs publics cibles.

Dr Kgao Legodi (South Africa and AOF Vice President) and Dr Wanjiku Mathenge (Rwanda) have recently joined the International Council of Ophthalmology Advisory Committee.
The ICO Advisory Committee provides critical input, advice, and recommendations to the ICO Board of Trustees on issues of current and future importance for ophthalmology and eye care worldwide.
2. The Ophthalmological Society of Nigeria, holds its Annual Congress in Lagos
The Annual Congress of the Ophthalmological Society of Nigeria, OSN, will hold from 29 August to 1 September 2012 at the Lagos Oriental Hotel in Victoria Island, Lagos.

3. ICO Survey shows a global shortfall in the number of ophthalmologists
ICO has recently published results of a worldwide survey they conducted in 2010 to assess the number of ophthalmologists in training and in practice as well as the growth rate and dynamics of the ophthalmic population at the country level, including residents. The results show a serious global shortfall of ophthalmologists, especially when the aging population is taken into account.
Accordindly, there were 204,909 ophthalmologists worldwide, 2,015 of them serving in 47 countries of Sub Saharan Africa. Although Sub Saharan accounts for about 11% of world population, only 1% of ophthalmologist work there.
AOF would like to encourage national society leaders to help ICO progressively track ophthalmic population trends and to improve the accuracy of the data. They can do so by updating their country information on a yearly basis. To see the complete ICO data set and to update information for 2012, kindly visit this link.
4. OSCAR-ICO Ophthalmology Surgical Competency Assessment Rubric (OSCAR) for Squint Surgery.
The ICO-Ophthalmology Surgical Competency Assessment Rubric (OSCAR) has recently released a tool to teach and assess an ophthalmologist’s competence in performing squint surgery.
OSCAR is very useful, not just for trainers but more especially for trainees, who can use it to do periodic self assessments as they learn a new surgical skill.
For those who want to translate the ICO-OSCAR in other languages such as French or Portuguese or to adapt it, they can download it as a Word document.

3. Enquête de ICO montre un déficit global du nombre d'ophtalmologistes
ICO a récemment publié les résultats d'une enquête dans le monde entier qu’ ils ont mené en 2010 pour évaluer le nombre d'ophtalmologistes en formation et en pratique aussi bien que le taux de croissance et de la dynamique de la population ophtalmique au niveau des pays, y compris les résidents. Les résultats montrent une grave pénurie mondiale d'ophtalmologistes, en particulier lorsque le vieillissement de la population est prise en compte.
D’après cette enquête, il y avait 204,909 ophtalmologistes dans le monde en 2010 et 2,015 d'entre eux servaient dans 47 pays de l'Afrique subsaharienne. Force est de reconnaitre que bien que l'Afrique subsaharienne représente environs 11% de la population mondiale, seulement 1% des ophtalmologistes y travaillent.
AOF voudrais encourager les dirigeants des sociétés nationales d’ophtalmologie d’aider ICO dans sa quête de suivre progressivement les tendances de la population d'ophtalmologistes et d'améliorer l'exactitude des données. Ils peuvent le faire en mettant à jour les informations sur leurs pays chaque année. Pour mettre à jour les informations pour 2012, veuillez visiter ce lien.
4. OSCAR-Strabisme : Outil pour l’évaluation des compétences de la chirurgie du strabisme.
ICO a récemment publié OSCAR-Strabisme, un outil pour enseigner et évaluer les compétences d'un ophtalmologiste dans l'exercice de la chirurgie du strabisme.
OSCAR est très utile, non seulement pour les formateurs mais aussi et surtout pour les stagiaires, qui peuvent s'en servir pour faire des auto-évaluations périodiques à mesure qu'ils apprennent une nouvelle habileté chirurgicale.
Pour ceux qui veulent traduire OSCAR-Strabisme dans d'autres langues comme le français ou le portugais ou de l'adapter localement, des copies sont disponibles sous forme de documents Word.
Si vous avez déjà traduit des OSCARs ou si vous êtes intéressé à faire du bénévolat pour traduire certains d'entre eux pour ICO, s'il vous plaît contacter, Monsieur Bill Felch, Directeur Executive de ICO.

The Nigeria National Blindness and Visual Impairment Survey 2005 - 2007
The Nigeria National Blindness and Visual Impairment Survey 2005 - 2007
As we prepare to celebrate World Sight Day 2011, it may be worthwhile drawing our attention to the Nigeria National Blindness and Visual Impairment Survey 2005 - 2007.
What makes this survey unique is that besides providing comprehensive up-to-date data that eye care professionals and policy makers could use to plan eye care service delivery in Nigeria, Nigeria's five ecological zones are shared by 19 other countries with a total population of 345 million people in West and Central Africa.
It is likely that the data from the survey could be applicable to more than 50% of Africa's population. Countries without current data on blindness and visual impairment, but with similar ecological zones as those found in Nigeria could adapt the Nigerian data for their national planning activities.

Enquête nationale sur la cécité et la déficience visuelle au Nigeria 2005 - 2007
Puisque nous nous préparons à célébrer la Journée mondiale de la vue 2011 ce mois d'octobre, il serrait peut-être propice d'attirer notre attention sur l'enquête nationale sur la cécité et la déficience visuelle au Nigeria 2005 - 2007.
Ce qui rend cette enquête unique, c'est que en plus de fournir une mise à jour compréhensive des données que les professionnels des soins oculaires et les décideurs pourraient utiliser pour planifier la prestation des services de soins oculaires au Nigeria, les cinq zones écologiques du Nigeria qui ont étés enquêtées sont partagées par 19 autres pays avec une population totale de 345 millions d'habitants en Afrique occidentale et centrale.
Il est probable que les données de l'enquête pourraient être applicables à plus de 50% de la population africaine. Les pays sans données actuelles sur la cécité et la déficience visuelle, mais avec des zones écologiques similaires à ceux trouvés au Nigeria pourrait adapter les données du Nigeria pour leurs activités de planification nationale.

Africa Glaucoma Summit - a year later
There have been no dull moments - all hail the communication revolution. Today marks one year since the Africa Glaucoma Summit in Accra. This unique meeting, which was sponsored by the World Glaucoma Association, brought together 222 ophthalmologists to discuss the challenges and possible solutions of the Glaucoma problem in Africa. Eight relevant topics were picked and thoroughly discussed. Committees were then nominated with a specific role to work on the action plans with achievable results. Dr Dan Kiage was appointed to coordinate Topic # 7 – How to establish permanent, viable direct Communication Routes with our African Colleagues. A list serve in the yahoo group known as glaucomaafrica was established and we are glad to report that there has been very vibrant exchange of information in this forum. Several articles, challenging cases, links to useful information, some pearls in glaucoma management has been shared that have had a great impact on the group. Our colleagues from North America have in particular been relentless in sourcing for and sharing information that has improved the way we work. Currently there are 37 signed up members and so far we have had 67 communications in the forum. We are appeal for more members to join the forum and share their experiences, interesting articles and challenging questions to the group for discussion and possible solutions. We also look forward to hear more progress report from the other topic coordinators too.
